Video assets are frozen in rendered video

Staging render ID: 7bf11118-9ad4-4551-a6d3-02a5e793e2ce

The 3 input video assets were webcam+microphone recordings through the browser’s MediaEncoder API on Mac using Safari. This is the first time we hit this particular issue.
